Odisha has launched India’s first universal KG-to-PG free education initiative, offering tuition-free education from kindergarten through postgraduate studies in government institutions. The Odisha government has announced one of the most significant education reforms in the state's history by approving free education for students from kindergarten through postgraduate studies in government and government-aided institutions.
The landmark decision, cleared by the state cabinet under the leadership of Chief Minister Mohan Charan Majhi, introduces the Gyanodaya-Shiksharu Samruddhi program, a comprehensive initiative designed to remove financial barriers that often prevent students from completing their education. The new policy will take effect from the 2026-27 academic year and is expected to benefit more than 3.2 million students every year across Odisha.
With this decision, Odisha becomes the first state in India to extend free education across such a broad academic spectrum, covering students from the earliest years of schooling all the way to postgraduate education in public and government-supported institutions.
While students in the state had already been receiving free education from kindergarten through Class VIII, the newly approved program significantly expands that support to include students in Classes IX through XII as well as those pursuing regular undergraduate and postgraduate degree programs in government universities, government colleges, and government-aided colleges.
Speaking after the cabinet meeting, Chief Minister Majhi described the initiative as a historic step toward ensuring equal access to education for every child and young adult in Odisha. He emphasized that the Gyanodaya-Shiksharu Samruddhi program is much more than a simple fee-waiver initiative. According to him, it reflects the government's commitment to ensuring that no student is forced to abandon their education because of financial hardship. He said the state aims to provide equal educational opportunities regardless of a family's economic background, making quality education accessible to everyone.
The government believes the program will have a far-reaching impact on students, parents, and the state's education system as a whole. By eliminating tuition and other applicable academic fees in eligible institutions, the initiative is expected to reduce the financial burden on thousands of families, particularly those from economically weaker and socially disadvantaged communities.

Education expenses have often been a major challenge for families, especially when children move into higher secondary or college education, where costs typically increase. The new policy seeks to address those concerns and encourage more students to continue their academic journeys without interruption.
The Odisha cabinet has allocated an estimated Rs 895.57 crore for the first year of implementation. Over a five-year period, the state expects to invest approximately Rs 5,467.55 crore in the program, making it one of the largest public investments in education undertaken by the state government. Officials believe this sustained funding will strengthen educational access while supporting long-term improvements in enrollment, student retention, and graduation rates.
Despite its wide coverage, the program has clearly defined eligibility criteria. The fee waiver will apply only to students enrolled in regular academic courses offered by government and government-aided institutions. Students pursuing self-financing courses, studying in private unaided institutions, attending public-private partnership (PPP) institutions, or enrolling in professional and technical programs will not be covered under the new policy. By focusing on regular public education, the government intends to maximize the impact of its investment while ensuring that resources are directed toward institutions serving the largest number of students.
Chief Minister Majhi also highlighted that the initiative aligns with the goals of India's National Education Policy (NEP) 2020, which emphasizes equitable access, affordability, and inclusive education for all learners. In addition, the program supports the broader developmental objectives outlined in Odisha Vision 2036 and Odisha Vision 2047, both of which prioritize education as a key driver of economic growth, social progress, and human development.
Education experts believe the decision could significantly improve school and college enrollment while reducing dropout rates, particularly among students from low-income households who often discontinue their studies because of financial constraints. By extending financial support through postgraduate education, the government is creating opportunities for more young people to pursue higher qualifications, improve their career prospects, and contribute to the state's skilled workforce.
Alongside approving this landmark education initiative, the Odisha cabinet also cleared 12 additional proposals from eight different government departments, reflecting a broader agenda focused on public welfare and long-term development. The introduction of the Gyanodaya-Shiksharu Samruddhi program marks a major milestone in Odisha's education sector and reinforces the state's commitment to building a more inclusive, accessible, and knowledge-driven future.
