Dr. B.R. Ambedkar Open University (BRAOU) and the Commonwealth of Learning have partnered to build an AI-enabled digital university, advancing technology-driven higher education. The collaboration will strengthen digital learning, AI integration, faculty development, and innovation in distance education to improve access and learning outcomes.
Dr. B. R. Ambedkar Open University (BRAOU) has taken a significant step toward advancing digital higher education by entering into a strategic partnership with the Commonwealth of Learning (CoL), a Vancouver, Canada-based intergovernmental organization dedicated to promoting open, distance, and technology-enabled learning across Commonwealth nations.
The collaboration is expected to strengthen the university's digital education ecosystem while accelerating the adoption of Artificial Intelligence (AI), faculty development, research collaboration, and innovative teaching practices designed to make higher education more accessible and inclusive.
The partnership marks an important milestone for BRAOU, one of India's leading institutions in open and distance learning, as it seeks to transform itself into a globally competitive digital university. By combining BRAOU's experience in delivering flexible education with CoL's international expertise in open learning and educational technology, the agreement is expected to create new opportunities for students, educators, and researchers while supporting India's broader push toward technology-driven higher education.
BRAOU Vice-Chancellor Ghanta Chakrapani described the collaboration as a major turning point in the university's evolution. “This collaboration brings cutting-edge global expertise, advanced digital technologies, Artificial Intelligence and international best practices to BRAOU. It will significantly accelerate our journey towards becoming a globally recognised AI-enabled digital university”, he says.
The partnership extends well beyond technology adoption. Under the agreement, both institutions will jointly develop Open Educational Resources (OERs), scholarly publications, academic research studies, international mentorship programs, expert consultations, and peer-learning networks. Dedicated joint expert teams will also be established to oversee each area of collaboration through structured implementation plans, ensuring that projects are executed with clearly defined responsibilities and measurable outcomes.
The agreement represents the operational phase of a broader relationship established through a Memorandum of Understanding (MoU) signed between BRAOU and CoL on November 18, 2025, in Hyderabad in the presence of Telangana Chief Minister A. Revanth Reddy. While the MoU outlined the broad vision for collaboration, the newly signed partnership agreement provides a comprehensive roadmap that defines specific work streams, institutional mechanisms, timelines, and performance indicators to guide implementation over the coming years.

The formal agreement was signed in Vancouver, Canada, on July 30, further reinforcing the international nature of the collaboration and highlighting the growing importance of global partnerships in reshaping higher education. The initiative reflects an increasing emphasis among universities worldwide on leveraging AI, digital platforms, and cross-border academic cooperation to improve educational quality and expand learning opportunities.
According to Peter Scott, President and CEO of the Commonwealth of Learning, BRAOU has already demonstrated strong commitment toward building a comprehensive digital ecosystem, and the new partnership will further enhance its capabilities. He noted that the collaboration would help position the university as an international model for AI-enabled open, distance, and digital learning while contributing to the expansion of quality higher education throughout India and across Commonwealth member countries.
As part of the collaboration, CoL will support BRAOU in strengthening its digital learning ecosystem through improvements in technology infrastructure, faculty capacity building, digital pedagogy, and learner support services. Faculty members are expected to receive training in emerging digital teaching methodologies, helping them effectively integrate technology and AI into classroom instruction and online education. The partnership also aims to improve student engagement by creating more interactive, personalized, and technology-driven learning experiences.
Artificial intelligence will serve as one of the central pillars of the collaboration. Both organizations plan to advance AI-enabled teaching, promote collaborative research in educational technologies, and develop multilingual AI applications capable of serving diverse learner communities. These innovations are expected to improve educational accessibility, particularly for students from different linguistic backgrounds and underserved regions, while supporting more personalized and inclusive learning experiences.
The agreement aligns closely with India's growing focus on digital transformation in higher education under the National Education Policy (NEP) 2020, which encourages universities to adopt technology, expand online learning, promote multidisciplinary education, and improve access to quality education through digital innovation.
By combining international expertise with local implementation, the BRAOU-CoL partnership is expected to contribute to the modernization of India's open university system while creating a scalable model for AI-driven, technology-enabled education that can benefit learners across the country and throughout the Commonwealth.
